Following the adoption by the Board of Directors of NEFCO of the Policy on Anti-Corruption and Compliance (the Policy) in December 2019, a Sanctions Panel will be established to decide on the sanctioning of external entities and individuals that have been investigated under the Policy for suspected engagement in Prohibited Practices (as defined in the Policy). The Policy is available here.
At each time, the Sanctions Panel will comprise three (3) members; one external expert, one senior NEFCO staff member and NEFCO’s Managing Director. NEFCO will establish a roster of experts consisting of two or three external experts, which will alternate to serve on the Sanctions Panel. The external experts will be appointed by NEFCO’s Board of Directors. NEFCO will engage the selected experts under consultancy contracts for up to three years, which may be extended.
The work and meetings of the Sanctions Panel will normally be performed virtually, but may occasionally be held at NEFCO’s headquarters in Helsinki. The workload of the Sanctions Panel will depend on the number and complexity of the cases reported to NEFCO. In recent years, the number of cases which have resulted in a recommendation for a sanction has been relatively small and it is estimated that each external expert would be required to work on the Sanctions Panel for maximum ten working days per year.
