Amidst Russia’s ongoing aggression against Ukraine, Nefco continues to facilitate the reconstruction of key municipal infrastructure in 12 communities in the Kyiv region, including Irpin and Dymer, that were heavily damaged early in the war but have returned to Ukrainian control. Nefco also helps municipalities build capacity for long-term green recovery and transition, apply European standards and ways of working, and attract additional investment.

While the initiative to rebuild critical infrastructure has made significant progress, it faces a range of challenges. Beyond the communities’ limited experience with projects funded by international financial institutions, which slows down implementation, many skilled experts who once worked in these communities have fled Ukraine, and military conscription has further reduced the workforce. These factors, combined with safety concerns at project sites, have made it vital to provide additional consultant support to implement projects efficiently.
Nevertheless, Nefco’s expertise in financing and working directly with Ukrainian cities and municipalities, along with the efforts of project implementation unit (PIU) consultants, has been instrumental in overcoming these obstacles. Their combined experience has enabled effective problem-solving, timely adjustments, and the delivery of crucial financial support to keep projects on track.
“Our collaboration with Nefco over the past year has allowed us to implement several important projects aimed at improving our city’s environmental situation,” says Viacheslav Herasymenko, Chief Engineer of Teploenergo-Postach, a municipal enterprise that supplies heating services to Irpin’s residential and commercial buildings. “Replacing the heating network will reduce heat loss and enhance energy efficiency. Upgrading boiler houses with modern equipment will further improve energy efficiency and lower energy costs.”
Herasymenko cites the Nefco team’s efficiency and flexibility. “Their responsible and open approach is impressive; they consistently provide advice and support, simplifying project implementation. We have not only successfully completed these projects together but also significantly expanded our own capabilities for future development.”
The projects supported by Nefco have played a transformative role in enhancing the quality and reliability of essential water services in Irpin and Dymer. By focusing on long-term sustainability and energy efficiency, Nefco’s involvement has laid the foundation for resilient infrastructure that will serve these communities for years to come.
As Shyian Yevhen, Chief Engineer of Irpin vodokanal, highlights that the improvements brought about by Nefco’s support go beyond mere technical upgrades. “This work will reduce water losses, improve water and sanitation services for the Irpin community, lower maintenance costs, increase efficiency, and extend the lifespan of facilities built or reconstructed with grant funds. This is a crucial step towards improving residents’ quality of life.” Irpin vodokanal oversees the treatment and distribution of clean water to residents and businesses, as well as the collection and treatment of wastewater.
In Dymer, the impact of Nefco’s assistance is equally profound. Before the project, the community regularly experienced disruptions from pipeline breaks, prolonged water shortages, and poor water quality. However, since the project’s completion, these issues have been resolved, ensuring residents have a continuous supply of high-quality water. This development not only mitigates health risks but also boosts the community’s overall wellbeing. “Now that our water is clean and can be safely consumed, we no longer have to fear contracting intestinal infections,” says resident Zhanna.
