An independent evaluation concludes that the Nordic Climate Facility is a cost-effective financing scheme which has been successful in delivering results and that the facility provides added value as a rather rare mechanism combining innovation, leverage and partnership.

In September 2012, the Nordic Development Fund, NDF, commissioned an independent evaluation of the Nordic Climate Facility (NCF). Nordic Consulting Group won the tender and carried out the assignment in February-March 2013. The evaluation is based on examination of portfolio data, interviews with different stakeholders, a web survey and field trips to seven NCF project sites.

The findings indicate that NCF is a cost-effective scheme which has been successful in delivering results. NCF also compares favourably with a number of other call based schemes and provides added value as a rather rare mechanism combining innovation, leverage and partnership. The replies to the web survey confirm that the partners involved have perceived NCF as a useful mechanism.

The report also provides NDF with recommendations for further streamlining of NCF, which will be, as appropriate, incorporated into NCF’s operations. NCF provides partial grants to development projects that have the potential to combat climate change, decrease emissions and reduce poverty in low-income countries in Africa, Asia and Latin America. It encourages innovation and promotes technological transfers in sectors susceptible to climate change. Financing is granted to Nordic institutions, organisations, and private companies which have established co-operation with a partner in low-income countries.

The Facility is based on calls for proposals. Each call focuses on specific themes relating to climate change. NCF is funded by NDF and jointly administered by NDF and NEFCO. The three calls carried out so far has attracted a total number of 442 applications, of which 40 projects have been selected to be implemented in 18 countries. 8 projects have been completed, one terminated and 31 are on-going.
