On 27 August 2024, Ulf Bojö, Vice President for Eastern Europe at Nefco, visited the city of Lviv. During the trip, Bojö met with Andrii Sadovyi, Mayor of Lviv, and inspected the ongoing construction of new housing for internally displaced persons (IDPs). He also spent time at a rehabilitation centre for war-affected Ukrainians, a school damaged by a Russian missile attack, a facility processing biowaste from households into a commercial soil fertilizer, and a wastewater treatment plant undergoing modernisation with Lviv Vodokanal.

- As part of Nefco’s visit to Lviv, the agenda included an inspection of a new social housing project for internally displaced persons, a site visit to a wastewater treatment plant undergoing modernisation, and a meeting with the Mayor of Lviv.
- The construction of the first of eight buildings is in its final stage, with residents expected to move in by the end of 2024.
The construction of the first new apartment building for displaced Ukrainians in Lviv began in December 2023 and is expected to be ready by the end of this year. In total, eight buildings will be constructed under the project, which has a budget of EUR 19.5 million. The project is financed through the “Housing for Internally Displaced Persons (IDPs) and Rehabilitation of Liberated Cities in Ukraine” action, financed by the European Union and managed by Nefco.
“In Lviv, we have a very short period from idea to tangible result. The new housing project is a good example for other Ukrainian cities. We are very grateful to the European Union, the financier of the project, and to Nefco for their support in providing urgent housing for injured IDPs,” said Andriy Sadovy, Mayor of Lviv.
The construction of the first building is currently in its final stage, with residents expected to move into the new flats by the end of this year. The eight buildings will accommodate up to 750 people and is intended for the temporary residence of injured IDPs undergoing rehabilitation at the UNBROKEN rehabilitation centre. The contractor has also begun laying the foundation for the next buildings.
“The city is actively working on the rapid implementation of the housing project to ensure that people in need of housing can reside in Lviv and receive rehabilitation in a comfortable environment,” said Yurii Telipskyi, Head of the Lviv Communal Enterprise Lviv Intercity Bureau of Technical Inventory.
“It is very positive and encouraging to witness the ongoing construction of the new housing project, with the first building advancing significantly and expected to accommodate its first IDPs relocated to Lviv by end of the year,” said Ulf Bojö, Vice President for Eastern Europe at Nefco, in connection with his visit to Lviv. “We are pleased to be able to support the city of Lviv in their efforts to provide injured IDPs with housing and comfortable living conditions during their rehabilitation. Nefco is committed to actively supporting Ukraine through various sustainable rebuilding activities and providing urgent housing for IDPs.”
Nefco is also co-financing the construction of a biogas unit for sludge digestion at the city’s wastewater treatment plant, together with the Eastern Europe Energy Efficiency and Environment Partnership (E5P), the European Bank for Reconstruction and Development, and the John Nurminen Foundation. Additionally, a potential future project involving the reconstruction of a war-damaged school in Lviv into a nearly zero-energy building school is being considered.
