The Committee for Nature Use, Environmental Protection and Ecological Safety of St. Petersburg; the State Unitary Environment-Protection Enterprise “Polygon “Krasny Bor” and NEFCO have signed a Memorandum of Understanding on improving the environmental status of the Krasny Bor hazardous waste site.

According to the Memorandum, the parties will implement a set of measures to improve the environmental safety of the Krasny Bor landfill, which is one of the critical sites posing a serious threat to the Baltic Sea and population at large and is included on the so-called HELCOM Hot Spots List.

With financial support from Finland and Sweden, NEFCO has engaged the consultant teams Ramboll Finland and Fortum Environmental Construction, Finland. The German Environment Agency has on behalf of the German Ministry for the Environment engaged GFI Groundwater Consulting, Germany to carry out under the MoU a.o. the following tasks:

  • verification of the existing environmental monitoring system of the landfill and its harmonization with the requirements of the EU
  • taking and analysing samples from open lagoons, which is the most acute pollution risk
  • identifying the most appropriate and cost-efficient remediation measures for various hazardous waste fractions (liquid and solid)
  • preparation of an investment plan to address the environmental issues related to the lagoons at the Krasny Bor landfill

The results of the above-mentioned studies are expected to be available by the end of April 2018.

At present, experts in Russia and Finland are working on the necessary permits for the transboundary shipment of hazardous waste samples from the landfill to Finland for analysis.
